Minimum Wages Act, to be amended soon: Labour Minister

Union Minister for Labour and Employment, Bandaru Dattatreya has said that the Minimum Wages Act, 1948 will be amended to make minimum wages statutory and binding. Talking to media persons in Chennai on the sidelines of the Southern Regional Conference of State Labour Ministers and senior officials, he said minimum wages for unskilled, semiskilled and skilled labour   currently remain only advisory in nature. The Payment of Bonus Amendment Act 2015 has been passed by the Parliament, providing for better coverage of Employees Provident Fund (EPF) and Employees State Insurance Corporation(ESIC) facilities, though its implementation is delayed as employers went to the courts.He said he hopes for an early resolution to it. The minister said, nationwide, select ESI hospitals will be upgraded into 100-bedded and 30-bedded hospitals in the next two years to give tertiary care to subscribing workers. Self-Certification in Karnataka to Dodge Repeated Inspections

Karnataka has introduced a voluntary self-certification scheme for establishments and industries which would effectively free them from repeated inspections. Only 30 per cent  would come under the purview of random inspection. “Inspections would be done jointly by the department of factories and boilers, and the labour department, requiring the inspectors to file their report at the site,” P B Ramamurthy, additional chief secretary for labour in Karnataka, said at a seminar on human resources organized  by the Confederation of Indian Industry in Bengaluru on 19th Feb 16, Friday. Additionally, to bring in transparency on the Minimum Wages Act, a notification has been issued calling for recommendations to be made by the Minimum Wages Board in consultation with the stakeholders of industries concerned, he said. Does The Minimum Wage Actually Reduce Salaries?

Eight years ago domestic workers were included in the statutory scheduled category of Rajasthan for minimum wages. I would rather say that this is a well intended move, but can barely provide for the basic needs of a domestic worker and her family. The new notification issued by Rajasthan government to fix the minimum wages of a domestic worker at Rs 5,612 per month, for eight hours of work, contradicts the demand put forth by their own government at the Centre, which in August 2015 sought to set it at Rs 9,000 per month as part of a national policy. Why: The notification states that a domestic worker has to be paid Rs 705 per month , per four-member household.   Situation faced is that where a worker, who shuttles between three to four households on an average in a day, according to the newly fixed wage will only end up making anywhere between Rs 2,800 and Rs 3,500 per month. The Centre for Indian Trade Unions (CITU), Tamil Nadu Vivasayigal Sangam and All India Farm Workers’ Association affiliated to Communist Party of India (Marxist) staged a demonstration here on Monday 18th January 16, demanding the government to ensure minimum wages of Rs. 15,000 to all workers. Representatives of the forums said that the government must eradicate contract system of employment in production and services sectors, increase working days to 250 days from 100 days and raise wages to Rs. 300 per day for beneficiaries of Mahatma Gandhi National Rural Employment Guarantee Scheme. The government must fix remunerative prices for agricultural produce in accordance with recommendations of Swaminathan Commission, stop land acquisition for industrialisation and give free house site pattas to workers in the unorganised sector and farm labourers, they said.
